Unkai, meaning “sea of clouds” in Japanese, is a spectacular natural sight that occurs when morning fog collects and develops into thick, soft clouds. Seen from elevated locations such as mountains and high plateaus, the clouds can look remarkably like a vast ocean stretching across the scenery below.

This magical phenomenon is often described as otherworldly and almost dreamlike, but catching a glimpse of it can be surprisingly difficult. Unkai generally develops only when several conditions come together, including clear weather, low humidity, calm winds, and a significant difference between nighttime and morning temperatures. Because the phenomenon most often appears in the early morning hours, seeing it requires both good timing and a little luck. For travelers hoping to experience this extraordinary spectacle, here are some of Japan’s most notable unkai-viewing destinations. However, even at these popular locations, sightings can never be guaranteed because the phenomenon depends entirely on the weather.

1. Unkai Terrace, Hokkaido

Located more than 3,500 feet (1,080 meters) above the ground, Unkai Terrace is a dedicated viewing facility within the mountain resort area of Hoshino Resorts Risonare Tomamu in central Hokkaido. Visitors can reach the terrace by gondola, making it one of the prefecture’s best-known destinations for experiencing a sea of clouds.

The viewing season generally runs from mid-May through mid-October, with several different observation areas available for enjoying the scenery. When conditions are favorable, the clouds can appear so close that they seem to tumble right beneath your feet. On especially clear mornings, you may also be able to watch the cloud formations spread across the distant mountain ranges.

2. Takabotchi Highlands, Nagano

Nagano’s mountainous landscape is home to numerous excellent locations for viewing unkai, and Takabotchi Highlands is among the most impressive. Rising to approximately 5,460 feet (1,665 meters), this expansive plateau offers sweeping views that have made it one of Japan’s particularly scenic destinations.

One of its greatest attractions is the opportunity to photograph both Mount Fuji and Lake Suwa in the same scene. From mid-October through mid-December, visitors may see clouds drifting above Lake Suwa, with Mount Fuji and the Japanese Alps forming a dramatic backdrop. The roads leading to the highlands are closed from mid-December until mid-April. Watching Mount Fuji illuminated by the warm hues of sunrise above a sea of clouds can be an especially memorable sight.

3. SORA Terrace, Nagano

Situated inside Ryuoo Mountain Park in Yamanouchi Town, Nagano Prefecture, SORA Terrace provides visitors with the extraordinary sensation of standing high above the clouds. A ropeway carries guests to an elevation of about 5,807 feet (1,770 meters), where panoramic mountain views await.

Based on data from 2023, unkai appeared on approximately 62% of days between July and September. About half of these occurrences took place in the early evening, giving visitors another opportunity to experience the phenomenon beyond the usual morning hours. At the summit, a cafe offers casual refreshments including pasta and smoothies. On selected summer evenings, the ropeway operates later than usual, allowing visitors to combine cloud watching with an evening of stargazing.

4. Takeda Castle Ruins, Hyogo

The ruins of Takeda Castle stand in Asago City, Hyogo Prefecture, at an elevation of around 1,158 feet (353 meters). When morning arrives and the weather conditions are suitable, mist and clouds can surround the ruins, creating the extraordinary impression that the castle is suspended high in the sky. This spectacular appearance has earned Takeda Castle its famous nickname, “castle in the sky.”

The surrounding unkai can typically be seen from September through early December, although October and November are regarded as the most beautiful period. During these months, the colorful autumn foliage adds another layer of scenery to the already remarkable landscape. One of the finest locations for viewing the castle surrounded by clouds is Ritsuunkyo, a gorge situated on the opposite side of the mountain.

5. Bitchu Matsuyama Castle, Okayama

Known by the nickname “Mountain Castle in the Sky,” Bitchu Matsuyama Castle is especially significant because it is the only mountain castle in Japan whose original castle tower has survived intact. The historic site is located in Takahashi City, Okayama Prefecture, less than 30 minutes from Kurashiki by express train.

Built on Mount Gagyu at approximately 1,400 feet (430 meters), the castle is recognized as one of Japan’s three major mountain castles. It is also renowned for the sea of clouds that frequently develops around the mountain from roughly late September through early April. The most favorable period for unkai viewing is generally considered to be from late October to early December. Travelers hoping to see the castle seemingly floating above the clouds should visit the Sea of Clouds Observation Deck, which is located on another section of Mount Gagyu.

6. Kunimigaoka, Miyazaki

Kunimigaoka is located only about a 15-minute drive from Takachiho, a destination well known for its fascinating mythology and spectacular Takachiho Gorge. The site features a viewing platform situated at an elevation of approximately 1,683 feet (513 meters) above sea level and is celebrated for its expansive panoramic scenery.

The views are considered among the finest in Miyazaki, and the location was awarded a star in the Michelin Green Guide in 2011. From late September through November, and occasionally into early December, visitors who arrive before sunrise may be rewarded with an impressive sea of clouds spreading across the Takachiho Basin. On clear mornings, the view can also extend toward the magnificent Aso and Sobo mountain ranges.
